Hurricane Delta, which has now become a tropical depression, will lash the tri-state area over the next two days after the storm flooded Louisiana and left three dead when it made landfall on Friday.
Forecasters said the area could see anywhere between half an inch and one and a half inches of rain by Monday afternoon.
The rain is predicted to continue through Tuesday as the remnants of Delta impact the region.
Meanwhile, residents in coastal Louisiana towns are surveying the devastation left behind from Delta and Hurricane Laura, which made landfall in the state with 150mph winds just six weeks prior.

Louisiana officials announced a second death from Hurricane Delta on Sunday. A 70-year-old woman in Iberia Parish died in a fire likely caused by a natural gas leak following damage from the storm, the state Department of Health said.
Gov John Bel Edwards said earlier Sunday that an 86-year-old man from St Martin Parish died in a fire that started after he refueled a power generator in a shed.
A third death was confirmed in Florida.
A 19-year-old tourist from Illinois drowned and another swimmer was rescued after they were caught in a rip current unleashed by the remnants of Hurricane Delta in the Gulf Coast.

The Okaloosa County Sheriff's Office said Sunday that witnesses went in to help the tourists in Destin, Florida, but also struggled with the rough waves before they were rescued by lifeguards.
Witnesses told the sheriff´s office that the pair of tourists got pulled out by a rip current Saturday and the young man was overtaken by waves.
The teenager, Dakota Pierce, was not breathing when pulled from the ocean and was later pronounced dead at an emergency room.
The other swimmer, a 22-year-old Illinois man, was rescued and taken to Fort Walton Beach Medical Center.
Delta made landfall Friday evening in southwest Louisiana as a Category 2 hurricane and then began weakening quickly over land. The center of the storm hit land at 6pm near Creole, with top winds of 100mph.
It came weeks after Hurricane Laura battered the same region.

Laura claimed 32 lives, though only seven of the deaths came the day that the hurricane struck. Many others were caused by carbon monoxide poisoning from generators.
Gov Edwards told southwest Louisiana residents on Saturday, a day after Delta's landfall: 'We're going to work as hard as we can as fast as we can to get everybody's lives right side up again. As if Hurricane Laura wasn't enough.
'We have tens of thousands of Louisianans today who are hurting, and we need to lift them up both in prayer, but also by our deeds.'
'Laura was much more destructive in terms of the wind damage. ... but there was more water from this one,' Edwards said.
More than 187,000 people in Louisiana are still without power as of Monday morning.
One the hardest hit areas was Cameron Parish, where nearly three-quarters of customers were without power.
Delta is the 10th named storm to hit the continental United State this year, breaking a century-old record.
